Naomi is an experienced consultant specialising in strategic development, evaluation, governance, and quality assurance. She works with state agencies, public and private education institutions, business organisations, and professional bodies to assess organisational effectiveness, evaluate impact, support regulatory alignment, and strengthen systems and processes.

Her work includes programme and organisational evaluation, advisory support on governance and compliance frameworks, and the design and facilitation of stakeholder engagement to inform reviews and decision-making. She also provides strategic guidance on quality assurance systems, EDI integration, accreditation readiness, qualifications development, and skills-focused initiatives.

Naomi has contributed to national-level and multi-organisation projects, as well as organisation-specific engagements. Her consultancy is underpinned by over 25 years’ experience in further and higher education in the UK and Ireland, including senior academic and executive roles with a focus on inclusion, governance, quality assurance, and strategy.

A specialist in tertiary education quality assurance and governance, Naomi has extensive experience leading review and approval processes and supporting institutions and professional bodies at institutional, departmental, and disciplinary levels. Her education expertise spans blended and online learning, collaborative provision, apprenticeships, and vocational education and training.

She has served as evaluation panel chair across the UK and Ireland, and has contributed to a range of advisory groups. Naomi is currently chair of the Academic Board of a higher education institution and has held board and representative roles with national sector bodies. Her publications reflect engagement with applied research, policy development, and sectoral analysis, particularly in quality assurance, governance, academic integrity, inclusive practice, and work-integrated learning.
