Review of the Access to Apprenticeship Bursary – National Apprenticeship Office

ThreeSixtyInsights was appointed by the National Apprenticeship Office (NAO) to conduct a review of the Access to Apprenticeship Bursary (2026). The bursary funds eligible learners from under-represented groups to support living costs while participating in Access to Apprenticeship (ATA) programmes. The review commenced with a review of relevant data and documentation. Workshops were conducted with students enrolled on the ATA programme in two locations as well as interviews and focus groups with ATA bursary recipients who had progressed to apprenticeships and via other pathways to education or employment. Other key stakeholders, including apprentice employers, ATA programme managers, the Irish Traveller Movement and relevant personnel from the NAO, HEA, DFHERIS and members of the Access and Inclusion Subcommittee of the National Apprenticeship Alliance participated in interviews with the review team.
