Review of the Collaboration and Innovation Fund – Adult Literacy for Life (ALL) Office, SOLAS

ThreeSixtyInsights was appointed by SOLAS to conduct a review of the Collaboration and Innovation Fund (CIF) managed by the Adult Literacy for Life (ALL) National Programme Office (2025-2026). The CIF finances collaborative and innovative projects that support adults with unmet literacy, numeracy, digital, and financial literacy needs, while fostering a more literacy-friendly society. It is opened annually for applications from organisations that work in the public, not-for-profit and voluntary sectors. The team undertook a desk-based review of CIF data and conducted substantive primary research to inform findings and recommendations. This included surveys of project lead and partner organisations as well as interviews, focus groups and site visits to engage with participants who had been supported to engage or learn via funded projects. The review team engaged with a breadth of stakeholders, including Adult Education Officers, Regional Literacy Coalition members, Regional Literacy Coordinators (RLCs) and ALL National Programme Office (NPO) staff. A collaborative on-site workshop was facilitated for RLCs and the ALL NPO team in Dublin to focus on future enhancement opportunities.
